Quick summary
- One scheme replaces three. EDGE replaced EDG, MRA and PSG on 30 September 2026. For SMEs, support is up to 70% for most sustainability activities and up to 50% for carbon accounting software, with lower rates for non-SMEs, subject to eligibility and approval.
- Projects and people are funded separately. EDGE co-funds qualifying projects, while CCP-S co-funds the salaries of staff moving into carbon and sustainability roles.
- Timing matters. Work or payment before an EDGE application is submitted makes the application retrospective, which is not supported, so the application must be submitted before work starts or payment is made.
- Conditions apply at claim stage too. Eligibility must still be met when the claim is made, and EDGE accepts one final claim per project.
Singapore's business grant landscape changed on 30 September 2026. The Enterprise Development Grant (EDG), Market Readiness Assistance (MRA) grant and Productivity Solutions Grant (PSG) ceased on 29 September, and the EDGE Grant from Enterprise Singapore now takes new applications in their place. Alongside it, the Career Conversion Programme for Sustainability Professionals (CCP-S) offers salary support to eligible employers that hire or reskill staff into carbon and sustainability roles.
As Singapore Exchange (SGX) climate reporting requirements expand, companies subject to Scope 3 emissions reporting need better visibility across their value chains. Scope 3 reporting is mandatory from FY2026 for Straits Times Index (STI) constituents and voluntary for other listed companies for now, so their suppliers, including Singapore small and medium-sized enterprises (SMEs), may receive requests for emissions data.
This blog explains what each scheme funds, who qualifies, and which rules and deadlines apply.
What is the EDGE Grant in Singapore?
The EDGE Grant is Enterprise Singapore's single, activity-based business grant. It consolidated EDG, MRA and PSG, and it opened for new applications on 30 September 2026. Companies no longer pick a scheme first. They choose the specific activity they plan to carry out, such as adopting a digital solution, expanding overseas or building a sustainability capability, and apply for that activity. Each activity sets its own supported costs, vendor rules, deliverables and timelines. EDGE is designed for new projects, so work already funded under the earlier schemes should not be resubmitted. Activities are grouped into eight business areas, including automation and digitalisation, business strategy, financial management, innovation, internationalisation, standards and sustainability.
At a glance:
- Who can apply - Business entities registered and operating in Singapore, with at least 30% Singapore citizen or permanent resident ownership. Individual activities may add further requirements.
- SME definition - An SME has group annual turnover of no more than SGD 100 million, or group employment of no more than 200 workers.
- Support levels - Up to 50% of eligible costs for SMEs and up to 30% for non-SMEs. Sustainability and internationalisation activities are supported at up to 70% for SMEs and up to 50% for non-SMEs. The exception is carbon accounting software under Carbon Management, which is supported at up to 50% for SMEs and up to 30% for non-SMEs. Support is subject to assessment and approval.
- Annual cap - Each company can receive up to SGD 100,000 a year across all activities. The cap runs from 1 April to 31 March.
- Digital sub-cap - No more than SGD 30,000 of the SGD 100,000 annual cap can go on single-function digital solutions, integrated enterprise systems and pre-scoped equipment.
- Payment basis - Grants are paid by reimbursement. Claims can be made only after the activity is completed and paid for in full. Eligibility is assessed at application and must still be met when the claim is made, so a claim is not supported if the company stops meeting the criteria during the project.
EDGE Grant sustainability activities and funding
EDGE lists several activities under its Sustainability business area, plus a carbon accounting route under Automation and Digitalisation. The terms differ, so the right activity depends on what the company wants to fund:
- Carbon Management - Supports carbon accounting software from pre-approved vendors listed on the Infocomm Media Development Authority (IMDA) SMEs Go Digital platform. Support is up to 50% for SMEs and up to 30% for non-SMEs, on a total cost capped at SGD 60,000, and covers software costs for up to 12 months. It counts towards the SGD 30,000 digital sub-cap, and the application outcome takes about one week.
- Resource Management and Optimisation - Supports advisory and implementation work to measure and reduce resource use, including carbon, energy, waste and water. Supported costs are hardware, professional services and software. Support is up to 70% for SMEs and up to 50% for non-SMEs.
- Sustainability Strategy Development - Covers an environmental, social and governance (ESG) materiality assessment, data collection templates and a roadmap, with an optional sustainability report and assurance. It is open only to companies that have not published a sustainability report and are not subject to mandatory climate reporting from the Accounting and Corporate Regulatory Authority (ACRA) and SGX. Support is up to 70% for SMEs and up to 50% for non-SMEs.
- Sustainability Services - Supports software costs for measuring ESG data and obtaining a performance score, with a scorecard or report from an ESG ratings provider as the deliverable. Support is up to 70% for SMEs and up to 50% for non-SMEs.
Enterprise Singapore also lists activities for sustainable product development and sustainability standards adoption. Goods and Services Tax (GST) is not supported under any of these. Each activity page sets out its own application documents, and the full list is on the EDGE page and the BizSG grant recommender.
How to apply for the EDGE Grant
Work started or money paid to a vendor before submission makes an application retrospective, and retrospective applications are not supported. If the application is approved, eligible costs incurred from the application date can be supported, subject to the Letter of Offer. Applications go through the Business Grants Portal (BGP), and the process runs in this order:
- Select the activity - Use the EDGE page or BizSG to find the activity that matches the project, then read its eligibility and vendor requirements.
- Prepare the documents - Each activity lists its own application documents. For carbon accounting software, the company first builds a solution package on the IMDA SMEs Go Digital platform and generates a package reference ID, which is needed for the application.
- Submit through the company's own account - Staff holding the BGP Preparer or BGP Acceptor role on Corppass, the government's corporate digital identity, can submit. Vendors and other third parties cannot apply or claim on the company's behalf.
- Accept the Letter of Offer - An approved application receives a Letter of Offer setting out the conditions, grant amount, project qualifying period and deliverables.
- Complete the project and submit one final claim - EDGE accepts a single claim per project, so the full cost must be paid and the deliverables met first. Claims open on two dates:
- 1 November 2026: single-function digital solutions, integrated enterprise systems and pre-scoped equipment.
- 1 December 2026: all other activities.
What is CCP-S and how does the salary support work?
CCP-S is a salary support programme for employers building in-house sustainability capability. It helps companies train new hires, or reskill existing staff, into green roles such as carbon management. The programme sits under the Skills and Workforce Development Agency (SWDA), which was formed on 1 July 2026 from the merger of SkillsFuture Singapore and Workforce Singapore. Applications run through programme managers appointed by SWDA, including the Singapore Business Federation (SBF) and the Singapore National Employers Federation. Supported roles include carbon analyst, sustainability officer and carbon verifier, covering functions such as carbon management, regulatory compliance and emissions reporting. The role must have sustainability as its primary function, reflected in both the job responsibilities and the job title.
CCP-S at a glance:
- Place and Train - A 6-month route for new hires.
- Job Redesign Reskilling - A 3-month route for existing employees.
- Salary support - Up to 70% of monthly salary, capped at SGD 5,000 a month, or up to 90%, capped at SGD 7,500, for eligible candidates who are aged 40 and above or have been unemployed and seeking work for six months or more.
- Reimbursement - The company pays the full salary during the programme and is reimbursed once it ends and all training requirements are met.
CCP-S eligibility, requirements and timeline
The employer and the candidate must both meet conditions, and the programme carries training obligations:
- Employer - The company must be registered in Singapore and offer a gross monthly salary of at least SGD 3,800 and pay in line with the market rate for the new job scope. For new hires, the role must be permanent or on a contract of at least one year.
- Training - The employer provides structured on-the-job training (OJT) and a career development plan, and each trainee completes one mandatory sustainability course from an approved list.
- Existing staff - Employees must have at least one year's service, and their job scope must change by at least 50%.
- Candidate - Singapore citizens or permanent residents aged 21 or over, who graduated from full-time studies or completed National Service, whichever is later, at least two years before applying, moving into a role substantially different from their previous one. Candidates cannot be shareholders of the company, related to its owners or immediate former staff of the company or its related entities.
- Timing - SBF needs around six weeks to review a complete application, and new-hire applications must be approved within three months of the employment date.
Can EDGE and CCP-S be used together?
The two schemes fund different costs. EDGE co-funds a qualifying project, such as software or an assessment, while CCP-S co-funds the salary of the person who runs it. Each scheme assesses applications separately. Where both are approved, an SME could fund a carbon measurement project through an EDGE activity and reskill an operations executive into a carbon analyst role under CCP-S.
The limit is overlap. A company cannot seek EDGE support for the same expenses that Enterprise Singapore or another agency has already approved. Claiming each expense under only one scheme avoids that conflict.
