Product Environmental Footprint (PEF)

The Product Environmental Footprint (PEF) is a method developed by the European Commission to measure and communicate the environmental impact of a product from raw material extraction through manufacturing, use, and end of life. It covers 16 environmental impact categories, including climate change, water use, land use, and resource depletion, among others beyond carbon alone.

PEF was developed under the European Commission's Single Market for Green Products initiative, which aims to make sustainable products the norm in the EU. Sector-specific application rules, called PEF Category Rules (PEFCRs), determine how the method is applied to a particular product category. PEFCRs also define which lifecycle stages and impact categories are most significant for a given product type, and what data quality requirements apply. Where a PEFCR exists for a product category, companies must follow it rather than applying the generic PEF method.

PEF is built on lifecycle assessment (LCA) methodology, but with an important distinction. A standard LCA follows a common framework but allows significant variation in scope, methodology choices, and data sources—which means two LCAs for the same product can produce results that are difficult to compare. PEF applies a standardised version of LCA, making results comparable across products and suppliers in a way that bespoke LCAs do not.

The PEF method is becoming increasingly relevant for companies supplying into EU markets. It is referenced in the Ecodesign for Sustainable Products Regulation (ESPR) and the EU Green Claims Directive.The Digital Product Passport requirement under ESPR is likely to draw on PEF-aligned data for certain product categories as delegated acts are confirmed. Companies in ESPR priority sectors that build PEF-aligned product data now will be better placed when delegated acts confirm the specific requirements for their categories.
